Dark fog in the outlying portions of the map indicates areas about which the cartographers of Evenhold know very little.
Broad geographic features — mountain ranges, rivers, forests, islands, etc. — may still be shown in regions marked with fog, but boundaries, settlements, structures, and the like are usually omitted. This does not mean that such features don't exist, just that they don't appear in the map.
